Context

We partnered with a state contractor to design a proof-of-concept application demonstrating how AI can streamline form processing and data transformation for state agencies. While not yet deployed, the solution was built to be demoed at upcoming state technology conferences and is designed with a clear path toward evolving into a SaaS offering that meets state and federal compliance standards.


Challenge

State agencies manage thousands of forms, PDFs, and scanned images every year. Extracting structured data from these documents is typically manual, time-consuming, and error-prone. Compliance requirements — particularly around PII (Personally Identifiable Information) and PHI (Protected Health Information) — make it difficult to adopt generic cloud solutions without additional safeguards.


Solution

We developed an AI-augmented data transformation proof-of-concept with the following key capabilities:

  • Form & Document Ingestion
    Accepts uploads of PDFs, images, and scanned forms directly through the platform.
  • Automated Data Extraction
    AI models identify the right fields and export them into Excel or CSV, dramatically reducing manual effort.
  • AI-Powered Template Creator
    Users can upload a blank or sample form, and the system generates a suggested data schema. The schema can then be refined and reused for future processing.
  • Privacy-First Redaction
    Built-in redaction automatically detects and masks PII/PHI, ensuring compliance and protecting sensitive information.
  • Flexible Deployment
    Supports both cloud hosting and on-premises deployment with the option to run local AI models, giving agencies full control over sensitive workloads.

Outcomes

This proof-of-concept demonstrates how states could:

  • Cut processing times from minutes per form to seconds.
  • Accelerate template setup, enabling staff to create new data schemas in minutes instead of hours.
  • Improve accuracy, reducing errors through AI-driven field detection.
  • Enhance compliance, with redaction built into the workflow.
